Azzaro Pour Homme comes to mind as a definitive 70s aromatic fougere – there’s nothing animalic or funky, though the patchouli gets a bit dirty in the dry down. Perhaps something mossy and soapy, again not funky to my nose (though there’s some musk in the base), like Paco Rabanne Pour Homme? Pierre Cardin Pour Monsieur is another classic 70s scent that’s much rounder and smoother (wears more like a 70s oriental on my skin), sans animalics. EDITED to add: one I haven’t tried that’s supposed to be like a smoother, cleaner Azzaro Pour Homme, is Aramis Tuscany. It’s getting harder to find, but you can still pick up bottles for about $70 USD at a few discounters (probably right around your budget).
Slightly different, you might enjoy something like Roger & Gallet Open, which is a stellar early 80s fougere that focuses on unlit tobacco, lavender, grassy vetiver, and dry woods. It’s soapy but dry overall, not animalic or funky; took me several wears to get it, but the price is insane and the quality is excellent for what it is.
All that said, I almost wonder if you’re just describing more of a 90s style fresh fougere. To my nose they’re all quite distinct from “70s style masculines”, but they take the classic styles as inspiration then polish away the rough edges and focus on being fresh and wearable. Something like Platinum Egoiste, Paco Rabanne XS, Burberry for Men Classic (an autumnal version of the style), Calvin Klein Eternity, Curve, etc. might be worth sampling.
