How do you go about deciding what ratio of oils to alcohol to use for a fragrance you’re making?

How do you go about deciding what ratio of oils to alcohol to use for a fragrance you’re making?
I thought if I’d make everything uniform 30% for best longevity richness the aroma would be the best but remaking it at 25% and 20% seemed to have given better results in terms of the smell not being too dense and with some notes standing out crisper in a way.
Do you just make different batches and test like 15% 20% 25% 30% concentration and decide from that?
Any input or direction to the proper threads would be greatly appreciated
