The percentages correspond to the percentage of materials in the perfume concentrate (just the oils without any alcohol). So, for example, if you wanted to make 100 grams of perfume concentrate, you would need 3 grams of Bergamot oil, 24 grams of rose oil, etc. You then dilute the perfume oil with alcohol. For example, if you wanted to make an EDP at 20%, you would have to add another 400 grams of alcohol. But like others have already mentioned, it won’t be a real perfume with only essential oils.
