The main point of the question, (which you have entirely skipped in your answer) was from a chemistry point of view! Health or product!
perfumers are not god descended neither their creations, just happen to be that sometimes they may not create the best product! as un-imaginable that might be! Yes yes this can happen!
what’s god‘s given on the other hand, is taste.. and guess what! It’s different among the entirety of humans! Which again you seemed to not consider , and while if we take that the perfumer‘s work was amazing, there might be one with certain taste who which to amend it to his liking! As criminal as that may sound!
Why amend your car when you buy? put few things of your taste to make it uniquely yours, or why amend on a food recipe with certain ingredients and spices to your liking..
